PRESIDENT PMDC ISSUED NOTICE TO APPEAR BEFORE IHC

Karachi: The President, Pakistan Medical and Dental Council (PM&DC) has been issued notice to appear before Islamabad High Court. The other respondents include Ministry of Capital Administration and Development Division (CADD), Vice Chancellor, Federal Medical & Dental Collage and Director General, FIA. Informed sources disclosed that a constitutional petition has been filed in Islamabad High Court challenging the appointment of Dr. Zafar Hayat Zafar, Deputy Director (BS-18), Federal Medical and Dental Council, P.M National Health Complex. The petitioner Kamran Ahmer Ali stated that Zafar Hayat Zafar is a non-practicing doctor, from Punjab Employees Social Society Institution PESSI (Lahore) who was transferred on deputation to Federal Medical & Dental College (Islamabad) on deputation as Deputy Director (BS-18) for one year on standard terms and conditions. He alleged that Zafar Hayat Zafar abused his position by using his office and got issued letters in his favor for recognition of fake teaching experience without any teaching experience on which he was awarded Faculty Registration Certificate in violation of the Pakistan Registration of Medical and Dental Practitioners Regulations, 2008.” After obtaining the NOC for absorption in FM&DC as Deputy Director (Admin) (BS-18) from PESSI Zafar continued performing only administrative duties on deputation charge and did not perform any teaching duties neither part-time nor full time. But surprisingly he was directly absorbed by Notification dated 22nd April 2015 on the vacant post of Associate Professor Community Medicine directly for which the mandatory requirement was 3 years teaching experience as Senior Lecturer before or after Level-II and for direct appointment at least Level-III which is 7 years’ experience was required. Thus his absorption is without merit as well as disqualified and in violation to the regulations of PM&DC. In violation to the Regulations of PM&DC the charge was assumed by Zafar Hayat on 01-04-2015 but also started receiving special teaching allowance allocated for medical institutions faculty members of Rs. 55,000/- Per month with effect from February 2015 even before assuming the charge. He said the Respondent used his office of Deputy Director (Admin) in FM&DC to make fake documentations of teaching in that institution. The College was established and became operational in 2011. Whereas the subject of “Community Medicine” is not offered in the first 3 years. Thus the entire experience claimed by the Respondent is fake, the petitioner added.
